On March 13, 2023, the City Council adopted the updated Housing Element, covering the period from 2023 to 2031. The Housing Element is a required element, or “chapter”, of Livermore’s General Plan. The purpose of a Housing Element is to identify current and projected housing needs and establish goals, policies, and programs to address those needs.

The Draft 2023-2031 Housing Element was revised and made available for review on October 7, 2022. Revisions since the last draft are shown highlighted in yellow in tracked changes. After 7 days, the revised draft will be submitted to the Department of Housing and Community Development for their review.

The City released the Draft Housing Element on May 4, 2022, for a 30-day review period. During this 30-day review period, the City held three public meetings for feedback on the Draft Housing Element:
After the 30-day review, the City incorporated input from the public, GPAC, Planning Commission, and City Council into the Draft Housing Element. The City submitted the revised Draft Housing Element to the State Department of Housing and Community Development (HCD) on July 19, 2022, for its first 90-day review. The draft will continue to be available for comment throughout this 90-day period.

State law requires local jurisdictions to analyze their communities’ housing needs and the resources available to address them. Association of Bay Area Governments (ABAG) and Metropolitan Transportation Commission (MTC) have compiled demographic, economic, and housing stock data required by the California Department of Housing and Community Development (HCD) for each Bay Area jurisdiction. These jurisdiction-level data packets contain tables, figures, and accompanying text that can be placed directly into the Housing Needs Section of the Housing Element or used as an attachment to help ensure compliance with state requirements.
Each jurisdiction must prepare and submit to HCD an annual progress report (APR) tracking the jurisdiction’s status and progress in implementing its housing element. You can view and download the available APRs for Livermore using the links below.
